What the Research Examined
In 1985, Lynn Fuchs, Douglas Fuchs, and Stanley Deno published a study in Exceptional Children that addressed a deceptively simple question: in special education goal-setting, does it matter how ambitious the goal is, and does it matter whether the student reaches it? The study was prompted by emerging questions about IEP evaluation practices and by a broader interest in understanding which features of individually prescribed goals actually drive student learning.
The researchers worked with 58 special education students and their teachers. Teachers established each student's baseline reading performance using standardized curriculum-based measurement procedures, then set an individualized target. The performance level the student was expected to reach. Over 18 weeks, teachers implemented instruction oriented toward those goals. At the end of the study, the researchers compared pretest and posttest achievement scores, analyzing the data by two dimensions: how ambitious the goal had been (the gap between baseline and target), and whether the student had actually achieved the goal.
What They Found, and Why It Matters
The core finding was that goal ambitiousness was positively associated with achievement. Students whose teachers had set more ambitious targets, larger gaps between where the student started and where the goal asked them to go, showed larger learning gains. Students with more modest goals showed smaller gains, even when those students successfully reached their targets.
Goal mastery, by contrast, was not a significant predictor of achievement. Whether or not a student actually reached the target set for them had no independent association with how much they learned. This finding runs against a common intuition in goal-setting practice, that achievable goals are motivating because they can be met, and that unmet goals are discouraging. The data from this study do not support that intuition, at least in the context of special education reading instruction over an 18-week horizon.
The practical implication is direct: when teachers set ambitious goals, students tend to learn more, regardless of whether they ultimately cross the finish line. The ambition itself appears to be doing organizational and instructional work, orienting teaching toward higher performance and perhaps signaling higher expectations to students in ways that shape both teacher behavior and student effort.
The Goal-Setting Mechanism in Context
This study was conducted within a curriculum-based measurement (CBM) framework developed by Deno and colleagues at the University of Minnesota. CBM is a family of standardized, brief assessments designed to give teachers frequent, reliable data on student performance in core academic domains. One feature of CBM systems is that they make it possible to set goals with precision, teachers can specify exactly what performance level they are targeting, monitor progress toward it at frequent intervals, and adjust instruction based on whether students are on track.
Within that framework, the choice of how ambitious to make the goal becomes a concrete, consequential decision rather than a rhetorical one. A teacher who sets a goal 20 words per minute above baseline is committing to a different instructional pace than one who sets a goal 5 words above baseline. The Fuchs, Fuchs, and Deno findings suggest that this difference in ambition, not merely the monitoring frequency or the measurement rigor, is a meaningful driver of what students ultimately achieve.
This has implications that extend well beyond the special education context in which the study was conducted. Any goal-setting system in which the level of the target can vary is potentially subject to the same dynamic: lower the bar to ensure success, and you may reduce the outcome you were trying to improve.
Implications for Governance Practice
- Set ambitious district-level outcome targets: Boards that adopt stretch goals, rather than goals calibrated to high probability of success, appear to create conditions for larger gains. The discomfort of an ambitious target is part of what makes it work.
- Resist pressure to make goals "realistic" by lowering them: When administrators recommend scaling back a performance target to increase the probability of meeting it, the research evidence suggests this trade-off may not serve students. Near-certain goal attainment is not the same as maximum student learning.
- Distinguish monitoring from mastery: The value of goal-monitoring systems lies in the direction and ambition they establish, not simply in the outcome of having met or missed a target. A board that evaluates success primarily by whether numerical goals were achieved may be missing the more important question: were the goals ambitious enough to drive meaningful gains?
- Apply this logic to IEP and subgroup goals: For boards overseeing special education programs specifically, this research speaks directly to IEP evaluation practices. The tendency to set modest, achievable goals to ensure compliance-favorable outcomes may be working against the students those goals are designed to serve.
Limitations and Scope
This study was conducted in 1985 with 58 special education students in reading, a narrow sample by contemporary standards. The 18-week timeframe is relatively short, and the findings reflect a specific instructional context (curriculum-based measurement in special education) that may not generalize uniformly to general education classrooms or to district-level goal-setting by boards. The study did not examine mechanisms. It established that ambitiousness predicted gains, but did not test why. Whether the effect operates through teacher behavior, student motivation, instructional pacing, or some combination remains an inference.
Despite these limitations, the study has proven durable. Its findings have been replicated and extended in subsequent curriculum-based measurement research, and the core result, that goal ambitiousness matters more than goal mastery, has become a foundational principle in the CBM literature. The practical guidance it offers has held up across decades of subsequent work.
In goal-setting for students, ambition predicts achievement, and whether the goal is actually met does not. Boards, administrators, and educators who calibrate goals downward to ensure success may be inadvertently reducing the very gains they seek. Setting high expectations, even ones that go unmet, appears to produce more learning than setting comfortable ones that are reliably achieved.
